I think that's what you implied when you said, "people complain and [the fake ads] disappear"  If not clue me in. Where else would the fraudsters hear complaints, the websites that they place their fake ads on?  I always assumed the websites care about getting the money, and could not give a rat's ass if the ad or the person who placed it was legitimate.
