There is a section on rules for posting ads in the self help center. Read it very carefully.

...you don't have to have a website to post an ad but you do have to have an web presence such as an ad on Eros, Slixa, etc. or P411 account or a website.
If you've tried to post an ad and it was rejected by TER use the Contact Us link at the bottom of any page and ask them what's wrong with your ads
