As long as it is legal and ethical, especially if I'm planning to see you.
In terms of things like weather and traffic, I try to plan accordingly and leave sufficiently early. If there is a last-minute disaster on the Beltway and I'm in the middle of it, I try my best with alternate routing and call/text/email that I may be delayed.
I've also learned to try to avoid situations that may adversely affect my ability to get to my appointment, timeliness, or performance, for example, staying away from people with bad colds, not overdoing a workout, or avoiding problematic menu items.
Planning also includes deciding what I want to bring to the date--wine, a small gift, the donation, condoms, etc.--and making sure they are all ready. From experience, the cell phone is now on that list.
Preparing for the date also involves ensuring that I am squeaky clean and well groomed. Sometimes this may compete with timeliness, but it cannot be compromised. Taking a shower upon arrival may be the back-up plan, though I prefer to spend my time with you. Deciding what to wear and making sure that everything is available, cleaned, and pressed requires forethought as well.
In short, for me, seeing you becomes the priority. Some things are beyond my control. I try to control those that I can to maximize the probability of actually getting there, being on time, and having a totally satisfying date. When a roadblock (literally or figuratively) pops up, it's good to have a back-up plan. Perhaps the more relevant question pertains to how I focus on the other things unrelated to our date that I need to do in the intervening time.
