After looking at the video (looks like a woman's face to me) or it could be man you never know. The person got pissed and decided to chop chop with the knife.

suggest it was planned prior to arrival rather than heat of an argument. Obviously just guessing.

Dupont Circle.  Dupont Circle is a lively area in NW DC with lots of hotels, restaurants & clubs & quite popular with providers.  The Donovan House is at Thomas Circle, which is about a mile from Dupont Circle (Scott Circle is in between) and a very different neighborhood.  Only a few hotels, very few restaurants & lots of office buildings.  Not really related to Dupont Circle at all.

Can't tell whether it's a man or a woman.  But the person of interest obviously couldn't get upstairs without a card which is why they walked.  And looked at the camera and clearly hid his/her face.  While it's a leap from this to murder in my mind this is very suspicious behavior.
