Many of their girls are advertised as visiting and often only stay for a few days.  They may or may not return soon.  Sure, Prime's new girls are often advertised as visiting and just stay, but you can't be so jaded against them that you expect TER to change its policies to accommodate for that, can you?

If the ads do not say she is visiting, if they just say "new," then no, they are not eligible for a mini.

I do not think the local Provider prohibition applies to  visiting ladies from local agencies since these ladies may only be here a short time (week or so).  "Local provider" typically means those who live in the area.
