Who writes the "services provided" section?  Is it the hobbyist or the provider?

The services provided are posted by the first hobbiest to submit a review. I have often noted discrepancies in General Information, Appearance and Services Offered from what I have found: out of date phone #s, changes in hair color, breast size, body type, etc. but that is to be expected when the original review was sometimes submitted years ago.
