Delaware has a lot going for it. You can choose crowded boardwalk beach or quiet state seashore. You can boat / fish on either Ocean or Bay. Lots of rentals available. Only 2.5 hours from DC or Baltimore, so easy to get back and forth. Large Gay community in Rehoboth, party vibe in Dewey Beach, family scene in Bethany, so lots of choices re: lifestyle, friends. It's worth checking out.
They are all nice. I think if I was going to make a permanent move, it would be Va Beach, and maybe touring, Delaware. But Delaware can be so intimate. It could get awkward. VaB is more anon
I'm sorry, I did not mean to be awkward Silly me! I think if it was me, I would pick Virginia Beach to live. Did you know it is the largest city in VA? And the nearby cities, so much to do and see. But it would take a crowbar to get me out of DC area because I really do like it here, traffic notwithstanding.
You know what I think I would do is maybe rent one of those LT hotel rooms for a month and then really try it out because that is a really big decision, isn't it? Do you love the beach?
I honestly have not lived in Deleware, and have only visited Ocean City, but I have lived in VA Beach, and would not recommend it from a beach stand point.
If you truly want to move near the beach, go to the Carolinas, IMHO.
I live in the Hampton Roads area and Virginia Beach is NOT the place to move right now. The next city over, Norfolk, is #2 deadliest cities in US right now and with 17-20 murders each month, Virginia Beach isn't even a good family vacation spot these days.
Delaware has Rehoboth and Bethany boardwalks, good restaurants, and not too many teenagers. I've tried them all, and ended up waterfront in Bethany. Heavenly.

the land is all private - homes and bed and breakfasts - I've spent time in the summer there and not seen anyone else on the beach at all.... the sunsets over the Chesapeake bay are beautiful and the bay waters are pleasant for swimming - a kayak or small boat takes you out to largely abandoned barrier islands on the ocean side -
I despise what has happened to the east coast beaches, becoming so built up - I used to enjoy Ocracoke Island or the Pea Island area but it is like NYC on the beach there anymore -
keep in mind my own preference at the beach is for solitude and enjoyment of nature as well as serious swimming, not being in the midst of a urban environment......
