I am relatively new to the hobby, in May I had my first experience with an independent escort that served as a reference for an agency that I've used now a number of times (http://www.dmvindys.com).

I'm now trying to get screened with a second agency but it's taking quite a bit longer, http://desirablecompanion.com/ (via web-form). My question is: how long does it normally take to get screened? And how long should one wait before trying to contact the agency?

I cant speak for all agencies or any independents for that matter, but I will say that screening is not a quick and easy process, nor should it be. Everyone's best bet is to use a service like p411 or date-check.
It's less leg work for the agency or independent and you only have to give out your info once on a secure server.

...if you give them all the info they ask for, it should take less time, but probably at least a couple of days.  If you withhold enough info, it may not happen at all.  My experience with web forms has not been uniformly good.  It wouldn't hurt to call the agency and politely inquire if they have received your form.

If you are just getting pre-screened in case you feel the urge to see one of their ladies, then it might take several days, especially if your references are not being prompt about returning messages.  If you've given them work verification, or you're a member of a screening site like P411, it ought to be easier; I'd check in with them if it's been more than 48 hours, in that case.

Be aware that they get a lot of people just sniffing around, and if they don't detect any particular urgency on your part, then they may not move you to the top of the "get this done NOW" list.  However, if you say something like, "It's Tuesday, and I want to be screened for a Thursday date with Thelma Lou", they will know they need to hustle.  I don't like web forms, although they are sometimes unavoidable.  I try to plan ahead, so that I've got a few days of lead time in case there are delays.

Give as much information as you are comfortable with at the very beginning of the process.  If they have to drag things out of you, they may just classify you as "random wanker who isn't serious".  It's always best to know if you won't meet their guidelines for info disclosure -- if you don't feel comfortable with the level of stuff they are asking, and you can't give them an alternative, you may not get through the screen.

Also, be aware that some providers are hinky about giving references, as they figure you're going to be spending your hobby money on someone besides them if they give a reference, so why should they?  That's a very short-sighted position, but I've seen several ladies take it, since they were mostly concerned with protecting their own income stream.  You might hear about it if she doesn't want to give a reference... and you might NOT hear about it, either.
