Though it seems cold now they will bloom on schedule ( around the first week of April)  They are quite pretty as they line the entire tidal basin around the Jefferson Memorial.
What if means for you is higher rates on hotels, if you can find one at all.  I avoid the area as traffic is unreal.

The Cherry Blossoms are beautiful and it is cool... but like everything else in this world it attracts every idiot from everywhere and it is near immpossible to get around downtown for about 2 weeks!

Its the first big sign that winter is over and warmer weather is finally here. Can't come soon enough!
Plus opening pink blossoms makes the hobbyists think of you beautiful ladies!  Delicate soft pink petals... Mmmmmm!

It is the sign of spring. It also became a tradition as these trees were a gift from the Mayor of Tokyo to the people of DC... it was over 3000 trees. Next year, it will be the centennial celebration of the gift.

Like crocuses or other similar flora, they are typically some of the earliest flowers of spring. So it has a great deal of symbolism especially for the Japanese. If you look at their art, there are loads of classic illusions to these flowers. The whole festival has a bent towards Japanese culture.

Finally, if you are in the city ever for it, just walk around the basin. It's beautiful. And a nice way to spend an hour. If you've allergies, just go have an afternoon cocktail at the Mandarin Oriental and you'll be able to see them, appreciate them, but not have to deal with them or the crowds.
