The ratings have been consistently low, yet still people go...and write about it.  The pattern should tell people something....shouldn't it??

It's a form of denial which you normally see during a crisis. People also tend to interpret warnings in the most optimistic way possible, seizing on any ambiguities to infer a less serious situation.

What makes anyone think his experience will be any different or better?

Not everybody hobbies the same way.  If something piques your interest about a provider, you just may want to give her a spin regardless of reviews or what other people are saying.  Satisfaction of curiosity can be reason enough to do something sometimes.  I've done it with restaurants, movies, and books that got poor reviews.  You know why?  Because I wanted to eat there, see it, or read it myself.  It's that simple.  I'm sure I'll be compelled to do it at some point with a provider.  Adventure, experimentation, and indulging in variety is one the things that makes this hobby so much fun.  I really don't understand why people get so miffed about this.

it's disturbing as hell! LOL! i mean this is practically the only free market left in the US. yet these referenced ladies still thrive?

the rest of the economy has been subverted from capitalism into corporatism. if free enterprise no longer works in the Biz, where does it work? both the Republicans and Democrats have succumbed to corporatism and the debate between them is only about the color of the finish.

There is also the secret plan (not so secret now) by the social progressives to undermine capitalism and move us all into the welfare state that subordinates to a global authority. Before long we'll all be living in an "Open Society" with George Soros pulling the strings.....

You are right about the poor reviews. The ratings are poor, but there are usually slim pickings for body rub-only providers (excluding full providers who also post for FBSM - bodyrub). FBSM users like me are more likely to try a bad reviewed provider because they are at least legit, and since the prices are lower ($ to $$), there is not much to lose in trying.
Problem with this provider is the high end price, which suggests more services, not given.  
.. and yeah, I have thought about going back when there were slim pickings.  Triumph of hope over experience..   Shame on me.

The pickings for FBSM providers are indeed slim. A new crop of providers have entered the game in recent years with no clue about this branch of the arts. The Russians are charging too much for nude FBSM. I can't blame any man who takes his chances with an average FBSM provider in the hopes of landing his session on her good day.
