Having been around the block more than a few times in my life, here is my two cents on city ratings for diffent divisions of the sport. The cities listed are very familiar to me. Please feel free to add, lets get some bar room fights going. Any research paper lists references, mine is TS4rent.eu, as reviews are listed right on the site.
TRANS
BOSTON: The very best, maybe cause its falling off the earth liberal, lots of colleges, a world center of biotech research, with legions of imagination-on-meth Ph.D. types looking for a new thrill. 3-4 pages of TS4rent.eu listings, with many of my favorite gals visiting again, and again....and again. They might know something. My car has burned many a tank of gas driving back and forth, am considering moving closer.
MANHATTAN: The center of a lot of things, but not TS. Went into it expecting the world....and....hmmm. TS4rent.eu listings are deceptive if you only enter "New York City" as the search. Most gals are outside Manhattan in google maps semi scary looking areas like Bronx, Staten Island, Jersey, and Long Island. Its a tricky navigate to the New York City-Manhattan search on TS4Rent.eu, but once you do it, between 1-2 pages of listings appear. After cutting out the OnlyFans ads there are surprisingly few providers - and be prepared to reach deep into your pockets.
STRIP JOINTS
MANHATTAN: Should be renamed "clip joints". Guess what? If you're watching a full nude girl in manhattan, then you are not drinking alcohol. Thats right, by law, if you want to drink you can see titties only. Its like, "let go of my eggo", right? $20-30/song lap dance, no touching ever. So hey NY, where's the party?
BOSTON: Better, full nude with alcohol, closer to the whole nine yards. Not sure about VIP room dances, I get the sense they are not that great. Although I dont know for sure, cause if I'm in the area I head to the mecca - Providence.

I agree with much of this although I've never been to Providence RI, I may have to check it out. I wasn't that into strip clubs much with straight or trans dancers so can't really give good input for that. As for cities that seem to be home to a good amount of above average trans providers and travelers, in addiction to the above cities from my experience; Miami, Dallas, Los Angeles (including OC) and Denver. Additional secondary cities; Chicago, Minneapolis, Orlando and Las Vegas.
From my POV the greatest choices seem to be more Las Vegas and Los Angeles.
Currently, LV has 76 ladies posted, while LA has 127, but if I was taking a road trip, I think I'd choose LV over LA just because LA is so huge and sprawling it's kind of a pain in the ass (and not the Good Kind of pain in the ass) just getting around. (Still, I'd like to do both - a week in LA and a week in LV.)

The SF Bay area is okay and it's my yard, so this is where I get the most bang. I have this notion that San Diego used to be fairly fine but that perhaps quantity/quality has dropped a bit.

From a past TS lover who lived in LA, LA is the best in my opinion. I noticed San Fran was not included. While there are not as many in SF City, the TS scene is rocking after midnight, or at least it was years ago and I doubt that has changed much.
Nah TS scene is dead ... streets are all but empty. Ever since Diva's closed, the scene has died out in that area.

Its central business core is now 80% depopulated with countless abandoned properties including hotels. Oakland much worse. San Jose core proceeding similarly. If you've been away, you would not recognize it today.
Good Morning, here's a list of cites that I met some really good T-Ladies 
at; Barcelona, Madrid, Panama City, Buenos Aires, Bogota, Sao Paulo, Rio de Janeiro, Paris, London, Milano, Rome, Bangkok and Sydney.
I was in other places that might of had good ones, but time was too short. Like in Santiago, Chile and Montevideo, Uruguay. I heard Chile gets hit with some bad earthquakes, maybe like California. I don't know the current rates of STDs in any of those countries. Colombia had the best rate of exchange. You could be a millionaire for $300. Though it would cost you thousands to go out for breakfast. A date with a lady would be about 200,000 CPs or $65. One lady got overjoyed when I gave her 20,000, which really wasn't much in American or Europe. That was because her boss reneged on giving her the 20,000 CP Christmas bonus.
Some places you could walk into and the receptionist would introduce you to the Ladies. There was a place that you could look through their Lady catalog. Some other places you could ride a bus or walk down the street and check out all the lovely T-Ladies. The best I saw was in Sao Paulo. I rode the bus down it, before midnight and then walked back up the 2 miles, checking out the lovelies at every corner. Nick named that street the "Candy Store"! I carried enough money and a copy of the passport stamp page and the name / photo page. You got to watch out for pick-pockets. If someone bumps you on one side, pay attention to the other side.
The funny part of those T-Ladies in Europe, a lot of those I saw, were from South America. Those in Asia weren't over-straining the mouth / jaw. I don't like it when the T-Lady might be really beautiful, but is too sexy and will not fit! One of them was Jessyca Ketlen in Europe, but from South America, at the mouth / boca of the Amazon river. 2 of the best were the winner of the title Miss Trans Brazil and Miss Trans Panama! And some of the Ladies were genuine sweet hearts! I did find out in Europe, that you need to be careful if you see one using the arabic snake writing. Instead of going to Europe for a girl friend, it's more economical to head to South America. Europe was a stop I'd make, on the way back to work. I'd stop for about 4 days, to get rid of some Jet-Lag and to see the Ladies.
I look up stuff on transexinfo.com and Distintas. Also, I use DuckDuckGo.com. For travel info, I use Trip Adviser and Expedia. Though there is many other sources of info! DuckDUckGo doesn't track you or give out your personal info. I never "Google it"!

Do you by chance remember the street in São Paulo where you saw the T-Ladies? The "Candy Store"?
I think the Sao Paulo street may have been called Avenida Indianopolis. It was a bigger street. It was maybe about an hour hike east from the hotel in Olympia. It's near the Congonhas airport, in the south part of the city. There is a city bus that goes through there after midnight. I remember there being t-Ladies on every corner, on every block, for maybe 2 miles.
Bing maps seem to give more details. Be careful on getting money. The bank machines / ATMs can be $10 to get money from! I got a large amount once a month. Hide it carefully, even if using a room safe.
It's been awhile, since I've been there. Last time I was down in Argentina. Though I would like to go back to Brazil. I had a good lady down there by the name Brasil, that did some translating for me and also showed me around Sao Paulo. Most do not understand english. Even at the hotel in Jardims, no one understood english. They matched the reservation to my passport. The hotel at Olympia was much better and they understood. Be careful going out late. The problem can be pick-pockets. Though I just went out in shorts and T-shirt, with only what I needed. I carried a copy of the passport picture page and the stamp page. On money, I carried the equivalent of a $120.
There was also an apartment building that the T-Ladies lived at. It was above Jardims. It would be good to get an apartment there, at least my opinion. But that's because of the neighbor ladies, down your hall! Do them a neighborly favor and you might get a really big favor in return!

Sorry if this wasnt clear, I'm listing regular strip clubs with cis girls in the second half of the original post. Providence is definitely the king of the hill for regular strip joints, and there are a lot of them for a medium sized city. So I'm guessing they're drawing many out of state guys. Providence is definitely the word in joints among my NY and Boston friends.
I dont know of any TS strip clubs - finding one might require a flight to Bang-Kok.
