If your friend has an Android phone, tell her to get a call blocker. I have one called Call Blocker Gold, and it works wonders. You can filter by individual numbers and/or by groups (unknown calls, numbers not in your contact list, etc.), and it stops unwanted calls and texts dead in their tracks. Don't know what's out there for the iPhone, but there should be something similar.
