Try reading up on budget-based negotiating in this board, then I'd think you can reasonably be able to book 1st time BCD's between $400-$600 for a 2-5 hour date, if not lower when looking for SB's outside of Manhattan.

If you are getting $1,000 - $1,500 on a ppm then run, don’t walk away. It’s fairly typical to be $400 to $500 ppm in NYC. You will get ones that are in those ranges but I would personally stay away as it tends to be GPS. If you were to see them say  once a week at that price, your paying $4,000 - $6,000 per month. Imagine how much you could see for the alternative.
