Besides, there's not enough investigators in the world to follow up every person who withdraws that much..

 
You can also divide up your withdrawals to fall below that amount if it really worries you.

But it would be tracked. And an IRS audit would look into where the money was spent. Anyone making a gift above 13500 a year owes a gift tax. The whole purpose of the proposed law is to do away with the cash economy. Venmo, Cashapp, Paypal all of it would be tracked
