I have been a provider on TER since 2000 and wtf I now have no reviews but support says my location has been changed. And I no longer have access to the provider board. WHY? Contacting support is a major pita with the proving I am not a robot.

so it appears that you have changed your location so that part is all set.
It does appear however that perhaps you have lost your limited VIP status for some reason. Keep trying to contact TER. I know the robot thing is a PITA but if I can finally get through it then anyone should. It's not like they are busy with much else there these days.
