I am an employer and I hire both short term and long term employees and what they do ON THE CLOCK is very much my business as I am paying for it.

I have fired workers for wasting too much time on the clock, this isn't any different. If you are there and being payed. You should treat the time payed for with respect. Blaming the one that recommended the provider? Well, we all know about YMMV. Communicate with the guy. Let him know.
