i've heard other reports & sources say that there were independent child porn issues in the USA.

And there may very well be other issues, only one being that it's not always too bright for a gringo to horn in on Messican business.  

If you were to ask me, I'd suspect it has more to do with Mexican cops than American Victorians, though they have been known to cooperate.
