I had set up a 1st appt with a provider that I was really looking forward to but that morning a freak spring snowstorm almost shut down the roads.

I am OK to drive in the snow, but called ahead to say I might be late and asked if we should reschedule.
She said no but that the timing would be close for a personal appt she had.

Would it have been OK to cancel and reschedule? It wasn't her fault that the sky dumped on us.

She raced through the session in about 35-40 min. The snow had really started coming down and I think she was worried about me driving. (or the other appt)

I have a very limited hobby budget but would never try to nickle/dime a provider. I just hobby less.
I sent an email asking if we could have a longer session next time but never heard back.
I would like to see her again. None of her review suggested she is a clock watcher. Should I drop the issue? Make a subtle hint?

Something along those lines happened to me a few months back when meeting with my provider for the first time.  The sky opened up and started dumping rain.  In my case the provider was driving to my local area and I sent her a message.  We both mutually agreed to postpone the date until the next day.

In a situation like this I think your provider would have understood and allowed you to reschedule.  Not so sure about adding more time to the next appointment but she may because you both felt rushed.  I do not think it hurts to ask.

You sound like a nice guy and you can't help the weather.
It is not rude at all to ask if you felt like she might be rushed..

Now... If I know I have shorted someone on time or if I get a sense that that feel that way. I will offer a longer session on the next round...

I suspect and I could be wrong.. if you did not hear from her. She may have not have realized she cut your time short and she thinks you are trying to wiggle in extra and take advantage of her.. or maybe she has just not recieved your email yet or had time to respond????

May I suggest.. learn from this. try seeing her one more time and see how it goes.. if you sent her email about your issue she already got the hint!!!!

I try to make sure I have 4 to 6 hours between appts. when I tour, for this very reason. I like some leeway in case I want someone to stay longer, go have some drinks, etc. In this situation, she may have just not wanted to miss the cash that day, so she did the appt. then rushed through it. If she was truly worried about you driving in the damn snow, she would not have let you drive there and back to begin with.

The session was rushed...  I don't blame you for being disappointed.  But these are understandable reasons for the incident.  If everything else was good, I think you should forgive & forget.  If you pester her with it, she probably will decline a future appointment.  If you bring it up in session, it could cloud the activities.  You could make very light hearted comment about "no snow this time" & hope it goes over well.

I was once enroute to a repeat visit with a lady who has since become a Fav...  the sky opened up.  Rain was coming down in buckets.  Traffic came to a stop on the interstate.  I tried to keep going but could not get through.  I was stopped in the high speed lane when she picked up.  It wasn't even raining at her location.  We cancelled.  I was able to get free the next day & we had a great time.

This reminds  me of daylight savings time in March I set my clocks accordingly and the clock re registered itself when I turned away and never set the time . New digital weirdo clock lol! So it was from 2:30 to 4:30 but my clock said 5:30  and both of us thought that we had used 3 hours although two were booked . No time was lost but it was something that did or could have interfered with us. He really
thought he owed me but he didn't . But just because of the clock problem I'm giving him an extra 30 minutes next time and it's easy to go over time when you are out having cocktails

would've eliminated your problem. Knowing there was a snow storm, one should adjust their drive time accordingly.

if she wanted to reschedule and she said NO, knowing she had not only another appt. right after him, but that there was snow on the road. Had she told him upfront, he would lose the 15-20 min. hhe was late, he could have simply cancelled.

The appointment would still end on the originally scheduled time even if the OP was late. Most experienced hobbyists know this, but I am not sure how experienced the OP is given that he has no reviews (I assume he posted under his real handle since there's an envelope next to his handle).

I see in his post that he told her he "might" be late. It's unclear to me whether the session was cut short because he actually was late or if she rushed through it because she had a personal appointment after and needed extra time because of the weather to get to her own commitment on time.

If he was late, I agree with you. If she rushed because she needed to leave early, then she really should do something to make it up. I wouldn't hold my breath waiting for that to happen though.

You know how they say acts of nature are not covered? This isn't a situation where he was taking too long it started to snow in the spring ! Come on give him a break . I laugh when I read reviews from guys who say they were shorted on time and other guys supporting him so here we have a clear case of honesty and a 1 hour payment for a 35 minute session. You know maybe she should have booked him a half hour rate if she had to be somewhere too maybe she was late too . No one knew it would cause dangerous driving conditions and you all know you have no choice but to drive slower in that kind of weather. He did
suggest reschedule too . Sorry but he has my vote.

The additional comments have brought up great points...  If he was late, the clock would normally start at the appointed time.  It would have been gracious had she reset the clock because of the unusual weather event, or accepted a lesser donation for the shorter available time, though it's her call.  
It's not my business but the OP should refigure the time from the appointment time.   I stand by the conclusion that if he wants to see her again, he'd do well to just book it & see how it goes...  and pick a day with no snow!

In the past, it snowed, I was crazy to even drive to her place. When I got there, it was already at least four or five inches. When I was done, my car got stuck at the hotel. Next thing you know, I had to sleep at the providers incall. My job called me the next day and my SO called me the next day. I gave them some bullshit excuse that I was stuck in the road and couldn't find my phone, so I slept there.

Another time, I drove there, it snowed, when I was driving back, I skid in the highway. Dude, it's just pussy man. You have to worry about your personal life. They understand. Obviously it is snowing, I'm not jeopardizing my health for some pussy man. Pussy can wait.

This was back in late Feb. We got a total of 9 in. Funny story about getting stuck. That was a concern. They had shut the schools down in anticipation of the storm. I should have rescheduled.
On a side note. It could be that she will be very responsive when I call back for a scheduled appt vs "Hey, next time can we.."
Based on her reviews, rushing someone seems way out of line. It was just an odd day.
