This sounds very caring, however explore the facts , and Scenarios .
1, everyone involved might not care if they get a STD as long as they get laid" crazy I know but does happen.

If you google 'excel templates - medical record forms' you can pull up form templates that allow you to fill in all information via excel, word, access, adobe professional, etc. It's easy, quick, and a company logo can even be printed on the form through word art, picture insertion, etc. not hard to do.
There is a chance that the boyfriend could have made a legit looking form either from a template, or he could have made it up himself. Of course, that may not be the case, but it's something to consider.
It's a convenience when used for the proper things, not good when used for the wrong purpose.

LOL...exactly. And the same "medical records" can be made for one trying to prove they are "clean"...hence, the one's who want to seek BBFS/provide BBFS, and just need the gents/ladies medical papers proving he/she is clean, obviously are not aware of how easy it is to fake a these test results.

RY is too precious to suggest that a hobbyist-provider could get in trouble with HIPAA from merely exchanging info. The only real way is if a health care plan, provider, clearinghouse accidentally leaks an electronic communication in the process. Outside of that, hipaa does not apply. Personal civil and criminal laws may apply but not hipaa.

It health information or Personal Health Information (PHI). Indeed, medical professionals, and hospitals do handle more of it but no where in HIPPA it says medical professional and medical institutions handling PHI is only responsible.
If you ever have read HIPPA, the language states, “anyone handling” PHI. Go read if you haven’t read it.
That's the point you are missing. If they stole the data FROM a hospital, then the hospital is still in violation because you are not supposed to make it that damn easy. You are supposed to log off your screen if you get up for even 10 seconds, make sure the screen is not facing anywhere patients can see it, not speak about a person's history where it can be heard, etc. I don't need to read the HIPAA files... I have been in the industry for nearly 10 years, and if someone tells me so and so has aids, I can blab it all day long and you can't do a fkin thing to me under HIPAA, UNLESS I work in the field. I am not 'handling PHI' as you pointed out if someone tells me Johnny has aids, nor is Johnny; therefore, your theory does not hold water.
