It was also pointed out that this could be like Free Limited VIP that is already available to Providers with Profiles.

That is, the software tool already exists on TER to provide free limited VIP (basically, PM), without having to grant FULL VIP status to members just so they can have PM during this time.  Whether TER could do a "temporary free PM for all" or just a "temporary free PM upon individual request", I don't know.
