Other than Las Vegas, San Francisco and Houston--where LE is almost invisible--what other cities do you feel LE closes a blind eye to spas/agencies and so forth?
We can vouch for these three cities from working and living there, but what others are there?  
It amazes us at how hit and miss this is from county to county, city to city.

I believe it's a misdemeanor in the District.  Isn't that interesting?  The heart of our country and seat of power looks at the hobby with just a slap on the wrist.  

Walk across to Virginia and it appears to be a much bigger deal.

Since the District is a Federal Onclave everything can be made a felony if they want you.  Met a guy who J-walked & was thrown into the Federal Lockup.
