In most large cities if you make the right connections (inside the establishment and take care of the right persons) you can pretty much work the bars, just the same as the girls Vegas, although they are working the bars they are not allowed to proposition by L.E but most likely have made a connection inside of the place before they work the location.

...none the less its rampant, and they dont just work the bars they work casinos, malls, and anywhere on the strip in general. Prostitution is not legal anywhere but Nevada outside CLark County, but its tolerated here in Vegas if you meet certain requirements, and these are what I heard from a Metro officer himself: if you are liscensed, meaning you are a legal escort that is allowed to work outside of Vegas area (Pahrup, Reno, or any of the other ranches)-- LE will not bother you too much, because they know that you probably do not have AIDS (a big LE concearn) since you have to get tested regularly as part of your agreement, however they do have to have already established that you are; if you are already in the system and you have been tested for AIDS; if they already know for sure you dont have a pimp or kids; if they know you dont do or sell any substances; if you pay taxes (though that is harder to find out through just an arrest); and the bottom line is as long as you dont make Vegas loose its family appeal-- Metro themselves have three big concearns and its if you are giving thier city goers any sexual diseases, if you have a pimp (which Metro despises), and if you make them look bad. And by that I mean you are walking around, talking to everyone in 6 inch heels, evreything hanging out, too much makeup, waltzing around with a different man on your arm every 30 minutes; sitting around in thier casinos among the  regular patrons, not doing anything or trapsing around in gaudy garb back and fourth for hours, stopping at tables and bars  basically harassing the people they do want there-- the people with money that intend to spend it there! The families, they are now the most important thing-- and hookers take away the magic of Vegas (or what it tries to appear to be) for those 18 and under who they want this town to be a big Disneyland for, and grow up and bring thier kids here and so on...

And yes it goes on just the same in any city (except in most other cities, LE has entrapment limits)-- just like it does on the streets and in strip clubs... there should be no question about that....

By the way-- for anyone who may try to work the bars
here in Vegas-- dont do MGM, unless they know you, thier hotel security is all off duty and retired cops and that it is among one of the better ones known to hold the most UCs.... the kind with zero tolerance...

Never seen nor heard of any ladies working the bars in Chicago. I'm sure there are some here and there, but there aren't any know hang outs where you'll regularly find any working girls.

You may want to rephrase your question too.....no city "allows" this to happen since it's illegal.
