Most domain registars offer private registration, sometimes for an extra fee.  he should look at the different registrars and see if it is an option.  it is with:

https://www.godaddy.com  for $1.95 a year added to the registration cost.

It is also available with:

Is there a way for me to set up a web site/ domain that cannot be traced back to me, either by IP address or some other means?  A friend was going to set up a domain/host for me, but he is having a problem and I am getting frustrated.  The longer I go without a site (other than my RS2K ad), the longer it will take to get it up and placed on search engines.  Thanks in advance.

Depends on just how "private" you need it to be.  If you want a setup that a nosy client can't beat, then something like what WebTerrorist mentioned will work fine.  If you're looking for something that would stand up against a court order delivered to your web host, or suspicions from the FBI... well, that's tougher to do, as Osama bin Laden can tell you.
