i must admit  I am surprised TER is not on the Deep Web.    do you think it should be ?    FYI  Deep web is not the Dark Web ... if you are unfamiliar with difference,  check it out.    don't worry the NSA probably wont flag you   LOL

The almost sole purpose of TER is provider reviews.  

 
Yes, there are many private forums and groups etc that also share that information, but ter business model is mostly selling access to reviews.

 
To sell access to reviews, you want to have the biggest possible client base to have solid revirw numbers. For that, you need regular Joe's to find this site and pay for it and/or write reviews for access.

They are registered (and one assumes hosted) in a country where prostitution is legal. TER is not breaking any laws.

Technically, pimping and profiting off prostitution are illegal in Cyprus,even though prostitution is legal.

So a website can technically be loosely prosecuted under these terms.

 

Keyword being technically, of course.
