I'd only see a 7 in looks if she had real pics and the reviewers were just harsh. A 7 in performance can mean a lot of things depending on menu.  I've had some really good non-GFE sessions.

Sometimes you have to think outside the box.  

Seeing a girl with 7/7 average is almost certainly out of the question. A typical TER 9 is only a GaGa  7, so it's unlikely that a TER 7 is going to be any better than a GaGa 5, PASS.

 
Seeing girls who are BP only and complete unknowns will "eventually" lead to arrest, robbery or worse. You can get away with it once, or even several times without any serious consequences, but just like with Russian roulette, the odds will eventually catch up to you.

I dismiss all three options as unacceptable. I choose to look for other solutions. I could either travel to where I can find a decent, well reviewed hooker, or the actual solution I chose for myself when faced with this very same dillema which was to try out the sugar bowl by joining SA. voilla, problem solved.

I'll take the 'average' score of a girl with one review by a first time or jackass reviewer who scores her a 7/7.  

Said jackass reviewer has a history of "She was gorgeous and sucked my dick, I came three times-twice in her mouth and she swallowed, and she did OTC for two hours after" in his review threads, with a score of 6/6 average in HIS reviews of providers.

I choose the 7/7 in that case.  :P

I consider 7/7 an adequate score, as I think most 9's and 10's are over inflated by love struck johns.

Like everyone said, 7's are not bad, it's just how the rating system is on TER. I Personally don't like number scores just due to that fact that it's number thought up by an individual that doesn't explain their experience well.

All three options are viable given the information available. I don’t base my decision to see someone on the subjective number scoring I. These reviews. Everyone rates in a different manner. 7’s are not necessarily bad.  

BP is a last resort for me but has in the past worked out well

If you're in Shithole, South Dakota, or Armpit, Alabama, then you thank your lucky stars there's a 7/7 girl in town.  If you're in a big city, then you can find better than a 7/7.  I would NEVER see a BP girl with no reviews, and I don't jack off because I don't have to, ever.  There's always someone better than a 7/7 no matter where I am in the places I live and travel to.

I know that it's looked down on here but I have scored at times in the past there (with tons of research - and blunt questions - around my choice).

I know you are on the Big Island where choices are slim to none.  Oahu is certainly not a smorgasbord of providers but choices are better than the Big Island. However, currently, in January and February there are some top notch providers visiting Oahu and Maui. Just check the TER ad board, P411, and Eros. Unfortunately they are all out of my price range, but I know you play in those price ranges. Can't you sneak away for a day trip, and take a quick interisland flight?

Back to your question, I do all of the above on your list.
I have seen 7/7 providers and had a great time, but it's about price too. A 7/7 at 200 can be good. At 500 I would expect a lot more than a 7/7. In any case, numbers are usually meaningless. If I like her pics and the reviews say the pics are accurate, and if the text in the review makes it sound like I would have a good time with her then I'll see her.

I have seen BP gals with no reviews. Some of those sessions have been amazing. Some not so good, but I have never been robbed or arrested. I definitely do more research though. I don't just call random numbers on BP and set up a date. Interestingly, when doing research I find lots of those gals with no reviews actually do have reviews.
