TER was unavailable for a long  time to US residence. Today I tried logging in out of curiosity, and suddenly I was back on TER. I searched providers, and it felt like coming home after a long absence. Last year I had a wonderful time with a provider, but could not post a review due to lack of access. I would like to let people know how wonderful this woman was.

TER rules still state that a review can only be for a session which took  place within the last three months.

I thought that TER made an exception and/or changed this?  When I search reviews I am still seeing reviews from several months ago get posted as New Reviews?

Do you see new reviews where the sessions happened before January? TER's three month rule would currently go back to January. I haven't looked at a lot of new reviews but I did just do a random sampling of about 20, and I don't see any from before January. Do you have some examples you can show me?

When TER came back online in December, I remember some talk about possibly suspending the 3 month rule temporarily, in order to do some catching up and repopulating the reviews. I don't recall if that actually occurred. And even if it did, now that TER has been back online for over 3 months, there is no reason to continue to suspend the 3 month rule.

In any case, the OP could attemp to submit his review and see what happens. They will either accept it or not.

Currently TER is accepting reviews back six months.  

"We will, temporarily, allow reviews for sessions within the last 6 months."

Unfortunately it is beyond the last six months. I am happy I can access TER.

That means as of now, a review could be written for a session that took place in October. The OP said "last year," but he never said which month, so he may or may not be able to review the lady depending on when he saw her.

Several means more than one review in the past 4+ years.
