If you are talking about one of those "all inclusive" place for five grand or so that feature Eastern European women, yes you can do MUCH MUCH better, unless of course your taste runs only towards blondes and you don't find the locals to your liking. Other than that those places are really a rip off by local standards.

I think a much better deal would be to resort in  a larger city and just use TER to find a girl. You are not stuck with your girl for several days-ouch if you don't like her much.

You didn't give a budget or a preference on type of vacation, so I'll list a few places I've been to followed by a recommendation.
