Orin Hatch of Utah if he is still in office will go to war and try and kill it, and I'm sorry to say, will probably succeed. If not him then I have no doubt that there are many other devoutly religous members of Congress, of both houses, Christian and Jew alike that still have their blinders on, and will kill it.
Even if it gets past the house and the senate(and again, I can't reiterate strongly enough that I'm praying for a miracle that it does), you have good old George W. to deal with. I think he is way too rigid in his thinking to sign something like this, and will veto it. Yes Presidental vetos can be overridden, but from what I understand Presidential vetos, in general, are few and far between. Why?, because apparently it is difficult in most cases to get enough people in the Congress to support an override. Why? Because they are scared of pissing off whoever the sitting President happens to be. The logic is, if I piss off the President by overriding his veto, then when one of my pet projects lands on his desk, he will veto that in retaliation. A total CYA move.
Look at Marijuana. People have been trying to completely legalize weed for decades, with very limited success. Some states like California have made possesion of an ounce or less for personal use an infraction. But total legalization, where an individual over 21 can go into a market, or liqour store and buy a pack of "Panama Red 100's in the box", not yet. I believe this should be legalized as well, but Congress has balked every time. Perhaps in another 10-15 years when the rest of the baby boom generation begins to retire and generation X takes over then perhaps. I read somewhere years ago that both RJ Reynolds, and Philip Morris both have the equipment on hand to start growing Marijuana on an industrial scale. If the day ever comes that weed is legalized,they are ready to go.
Legalization of the hobby, like Marijuana would provide the states and the Feds with an economic windfall. If both were legalized, I'll bet the national debt would be paid off in five years, or at least this additional revenue derived from taxes would put a significant dent in it.
I want this to pass as much as anyone. However,due to antiqutated Victorian morals that still permeate the halls of Congress, I don't think it will. Good luck though.

FYI, I am introducing legislation in Congress (this upcoming session) to immediately legalize all aspects of the "hobby" for economic, patriotic and humanitarian reasons. The proposed bill is currently being held up in committee by some Congressional neanderthals, and I desperately need your support to allow my bill to come the the floor of the House of Representatives for a vote! Former President Bill Clinton has endorsed this bill and most Democrats strongly support this bill (with the possible exception of the female Senator from New York). The Republicans are currently balking and are refusing to support the bill, but since I am the only person in the world who knows where Iraq is hiding their Weapons of Mass Destruction, I believe Bush and the Republicans will be willing to negotiate!

I had two additional thoughts on this issue.
First: A question to the Providors. Do you really want this hobby legalized? I admit at first blush that sounds like a moronic question, but think about it?
While currently there exists a certain amount of risk, I will go out on a limb here and presume that the overwhelming majority of reputable providors(not streetwalkers)have implemented enough preventative measures so as to make the risk of an encounter with LE almost non existant. Those that have experienced a brush with the law did so out of carelessness. Consequently, many if not most reputable providors spend there careers serving clients, and making an appreciable amount of money in the process. Which brings me to my next point.
I have no evidence to support or refute this but I have the sneaking suspicion that there are a lot of women, civilians who have given serious thought to entering the business on more than one occassion, the only thing stopping them is the illegality of it hanging over their heads. If this hobby is legalized(and once again I hope it is) I believe that there is an excellent chance that that the market will become saturated with "Rookies". Now initially, this will have little or no effect on the lower to mid range providors. High end providors are in my opinion immune at best, at worst this will have a negigable effect. Some of these newcomers will decide that this business is not for them and quit. Many of them though will stay. This eventually have an effect on the fees Providors charge. True, no Providor is obligated to lower her rates. However, in time these ladies will have to get out there and compete for the business if they desire to stay. Now, the prices are pretty much fixed, deoending on the Providors ranking. Providors do competre for business fee wise but not to the extent that would be required should this hobby be legalized. Today a providor competes largely by her reputation. This too will have an effect in a legalized sport. However prices inevitably will go down. They may go down so far that unless the Providor is a high volume providor it may cease to be profitable to remain in the business. I saw a segment on 60 minutes or 20/20 years ago where they interviewed a Marijuana grower(behind a screen of course)who said straight up he did not want weed legalized. Why? Because the price of weed would drop to the point that he wouldn't be able to turn a profit.
Also.
If this sport is legalized, undoubtedly there will be some sort of governmental regulation.
In some countries Providors are required to get regular checkups and to carry evidence of compliance at all times. On the one hand this will undoubtedly make a significant dent in the proliferation of STD's. But Girls, I know most, if not all of you already take care of that yourselves, do you really want Big Brother looking over your shoulder any more than he all ready is?
In addition,you can bet your bottom condom that this new trade will be taxed in some form, both state and federal. Do you really want to be keeping records, and then making quarterly returns to the IRS, and the Franchise Tax Board (for those of you in California). True, you do it now, so whats the difference? Right now you only have to file once a year.
As I keep saying I truly want this hobby to be legalized but I don't know that it will. Once again though good luck!
I have two comments on do providers really what this legalized and I know they really contradict each other.
1st) In Mexico the business is pretty much legal in most areas and I don't think there is any larger amount of girls in the business, however there probably is a higher percent of dancers in strip clubs that are providers. That's pretty much were you find the best girls.
2nd) here in the states I have a business associate that does internet porn sites. It is amazing how many young girls will do it all in front of a camera in the hopes of making a lot of money on a porn web site. In many cases do more than most providers I know.
But the catch is if they are in front of a camera and the idea is to sell the film it is absolutely legal. So if the hobby was legal how many of these thousands of young girls would have their own web sites and be in the business? Not to mention all the bored housewives. Think about it!
I visited my ATF today (well one of them, anyway!), and I was appalled at the numerous and rather obvious OSHA violations - most egregious being, IMHO, the lack of safety bars on the bed. My God! I could fall off and break a hip or worse, hit my head, suffer brain damage and begin to write weird shit on the TER message board!
And while were one this subject, I think the condoms providers use are EXTREMELY flimsy and almost certainly not up to govt standards. Government regulation would mandate the replacement of these flimsy unsafe devices with more sturdy and more suitable covers - for example, think of the protection hobbyists and providers could derive from recycled Firestone tires from Ford Explorers! The S&M crowd could even recycle the studded snow tires! Just remember, these regulatory folks are from the government and they are here to help us!

After all if it can be taxed then the Dems will lend their support to it.
I realize this is a form of satire. However the issue of such a piece of legislation on the federal level is moot. Anti prostitution laws are state laws, not federal law.
