One should use the money for their emergency fund. I recommend that hobbyists wait until all the checks are distributed and spent. The economy will tank again and bingo you can spend it on the providers when they really need it.

I owe $$$$ to the IRS, so they won't be sending me mine. What sucks is that I will still have to report the stimulus (in reality, an advance against your eventual 2008 tax liability) as income when doing my 2008 taxes next year (where it will be taxed AGAIN), even though I won't see a dime of it.
But even if I were getting a check, I wouldn't be using it for "fun"; it would be for economic survival.
I had not received any information from the IRS in direct connection to the status of my possible stimulus payment before I posted my comment. Yesterday, I got notification from the IRS about it. It was a generic notice indicating that I did qualify, and because my 2007 refund was not direct deposited (actually, they took it since I owed back taxes), that my check would be sent to me within 2-3 weeks (as outlined in the payment order to taxpayers based on the last 2 digits of their SSN). Since this was basically a generic notice of its status, there was no specific mention of it being withheld due to my owing back taxes.
Truthfully, I still think that my stimulus payment will be hijacked in transit, but as it turns out, I misspoke regarding its taxation on the 2008 tax return. The notice stated that the stimulus payment would not be reported as income on 2008's taxes. It will be handled as it was back in 2001 when Shrub implemented the first tax "rebate" checks; as an advance against your 2008 tax liability, which it truly is.
