If you have Android, it's available in the app store. There's a bit of a learning curve, because it's meant for more professional editing. But you go to the tools, and in tools you could have brushes, and under brushes you can find the different effects. You can use a brush on a specific area and then choose the effect to be "blur", and that's it.  

... to GJ's suggestion, you can also search Youtube for the specific app you're interested in and you'll probably find some tutorials on how to use that app if you need a run down of the steps.

I asked a friend how to blur pictures and below is a picture of his method. He said not to overdo it because you can go from blur to too much blur to blacked out if overdone.

Blurred pics are lame. Use discreet angles and lighting instead.

I think the photos I have seen of you are nice without the "blur".

Download G.I.M.P. or Darktable on Windows or Linux - freeware. But Google, Apple and/or the NSA already has the unblurred ones if they are on your phone.
