Using killed virus is a tried-and-true method of producing vaccines.  It's why no one gets polio anymore, for example.  Killed virus can't infect you, but do stimulate your immune system to produce antibodies.

Yes, and like Ms. Ova said when you get the flu shot, you still have a chance of getting sick.  I believe there are some other vaccines out there that can give you bad reactions also.  I knew someone who was given an experimental vaccine while in the army and she became paralyzed from a stroke caused by the vaccine.  Luckily she recovered but still, vaccines aren't perfect.
