In my own experience, it has always been about a week after Valentines Day.  The boyfriend or husband forgets or else goes cheap on his celebration, and the women get pissed and want to "look around."

Data revealed from a dating site reports that the second Monday in January has the most affairs.  

The main reason being we want to reclaim our "freedom" after the holidays.  

This year it is the 9th, just a few days away so get ready ladies (oops, forgot it goes both ways).
