but in the case you mention it almost certainly means "Phone Operator" or what is also commonly referred to as a "booker" or assistant.

PO is the usual term in SF bay area; booker is the usual term in LA/OC for that function.        
In other places i don't know; maybe someone will chime in with a different term used somewhere.  

PO is not the same as Org Boss and not the same as Pimp and not the same as Mamasan, just to head off one of the possible trainwrecks.

in SoCal where the booker and the "org boss" are one and the same.  There may be some others that I'm not aware of yet, but generally speaking, as you say, they are not the same.

But of course that hardly means that it's always or even often that way.  Just like in some restaurants the owner is also the chef, it hardly means that chef and owner can be used interchangeably.
