I’ve helped a few who freaked out when they couldn’t access TER. Others hate there reviews and don’t want them.
I would recommend you reaching out to those you know and tell them about VPN and how they can simply request all US cities removed as they are now in Toronto or some other country.

Recently at a bodyrub place ( 7 or 8 ladies take turns doing shifts), I saw on TER that only 2 had moved to Toronto. I asked my attendant why others hadn't followed and she replied it "was not as important to them"...maybe the others didn't have as many reviews or didn't care much for them...
I recently related to Paris and I'm loving it so far! The food, the museums, the architecture, the men... (and women!) C'est magnifique! 
I highly encourage those frustrated with US politics and policies to look into relocating! There's a whole beautiful world out there just waiting to be explored!

TER operates the same as before outside the US. If a girl has moved to an overseas city as her home base, she should have full access there providing she complies with the posted operating rules, which I don't believe have changed. I know there are some UK ladies that have ALWAYS been UK that periodically tour the US over the last several years, and they are fully operational from their London base, so I don't see what would be different for girls who are relocating overseas. At least that's the way I see things shaping up from what has transpired so far. OF course, things can and do change, as we have all seen recently as some changes became incremental.
Some ladies have been asked to substantiate their move to those other countries. So, it's not necessarily as simple as it sounds. Like most things are not as simple.

I was on the US site, I’ve relocated to Asia and TER replied immediately, changed my location and now everything is up and working. I’m really pleased to be back 
The people booking with me don't really care about reviews, and I am seeing mostly repeats.
But I have seen that the hobby is transient and think it's always good to have ways to meet new people. I would imagine reviews of international gals are slow so the downside of new reviews are limited, while if you liked your old reviews it may be another way to meet new people. Just my $0.02.

have gone to proprietary websites with password protection. It seems to be working fine so far. TER already tracks your ISP, so all they need is a vetting process in order to sort out the real hobbyists from the wannabes. My suggestion would be a reference check from two providers who are listed members for verification just like they use.
cleaned up there websites as well in response. Ter on the other hand went TIN FOIL HAT. Perhaps for good reason but it sucks. I agree that a verification process for access to ter could work and would be greatly appreciated.

I've been in sales/customer service/retail ops for a LONG time and when times are tough, you must ADVERTISE!
Many times in my career, I've been the person in charge of a retail division and have had discussions with the company owners that they wanted to cut costs when times turned tough -- and the first thing they wanted to cut was the advertising budget.
I've had to convince ownership to maintain the advertising budget during tight times; the competition that stays front of mind in the buying public gets the business. Be creative, use alternative means but the message needs to be consistent and reach your clientele.
The buying public is fickle and if you're not reaching them, they will go to someone who IS reaching them with their message -- and THEY get the money.

I’m sure all of our first thoughts were to relocate to Toronto as it’s so close. However, a lot of my friends in Toronto have expressed that competition from an influx of American girls is already driving rates down and has forced them to travel to places like Montreal and Vancouver. This is happening in London as well. It’s not worth it to for some of us to travel to another country to fight over scraps. Additionally, many of us are in the middle of receiving our educations or we have children here.
