Going to strip clubs is like buying a book in magazine installments...  it costs way more than the book is worth.  
Are you VIP?  Have you seriously used the search reviews for your area?  Have you read the provider ads for your area (and cross checked with reviews & other research available).

Unless you are wiling to pay a lot to buy her out or want to do it in cramped back room it wont happen right away.  The club scene is more of long term investment.

...this before. The answer is the same as before. It's possible. The others have pretty much said it. Depending on where you are with the way things are in this economy you may have a better chance than before the hard times because she isn't making as much in the club as she used to.  It will cost you a lot more than a well reviewed provider you can find here on TER. $400 is $100 to $150 more than you can see an excellent provider for, in a nice location, for an hour, that will satisfy your wants. (This is true in my area. I don't know about Penn. but even if the going rate is 400 in Penn. the provider will be a sure thing and a better experience.)

I got lucky in Baltimore...and up this way, the RI clubs get away with some shit still, so long as they fly UTR.

My Baltimore days were before High Speed Internet, and CL. Since then...Strip Clubs are not worth the effort. I wen through 5 bills at the club in Baltimore...For that kind of cash, you could go VIP for a year, see 2-30 min quickies, and still have enough left for groceries.

Go see a well reviewed provider...If she's not a dime in your book, then close your eyes and dream about the stripper...win win.

I had some great moments in strip clubs - one time I drank milk from a young dancer in the VIP room (she as a 9/10 - all natural) and ended up doing her cowgirl style

I offer extras. You have to feel out the individual dancer because you can be sure she's getting a feel for you. Throwing it right out there the second you start talking to her won't get you anywhere. When you do t it tells her your either LE, a plant the management brought into police itself or a goof who doesn't know what's up which means you could be a source of unwanted trouble down the road. Regulars get it inside and outside of the club all the time and you can be a regular without spending a ton of money. Sit and the bar and get to know the bartender, waitresses and floor men. I've been lurking on another board where they talk about "mileage" at strip clubs a lot. The impression that I get is that most of these guys have money to burn and that they like the chase.

You get mileage in a strip club, but be prepared to pay an awful lotta money.  The girls start off in the hole when they gotta pay to work, and then they gotta tip out their money that they make, and that gets passed onto you.

So...yes, bottom line is that you can get action, but be prepared to pay.  A lot.  And $400 ain't gonna do it, unless it's a really ghetto strip club.
