Why are some ladies that seem to meet all the criteria (at least 20 reviews, a fairly recent review - 3 months) and have higher scores than the ladies on the Top 100 list NOT on the list?  Do I have the criteria wrong?

who should be on the list and aren't, send a PM to TERSupport with the names.  They will either be added or they will tell  you why not.

Just spitballing here....
Number of reviews to reach average score?
Length of time as a reviewed provider?
In other words...an 8.70 over 50 reviews vs 9.50 over ten reviews.....the more reviewed lady would still be the higher rated, even with a lower number.
Or a lady who's been reviewed over the last 6 yrs, vs one who's only had a review presence over the last 2 yrs?
Really....i dont know.

So you won’t mind if I say your spitballs are completely incorrect..

The TER Top 100 providers list is based on  3 things:
1) Average scores over all their reviews
2) A minimum of 20 total reviews
3) A recent review within the last 3 months.

Length of time as a reviewed provider, and your other guesses have nothing to do with the Top 100

1) Thry might have opted out of the top lists. I know many providers fight to get in and stay in the top list but it’s possible some don’t want to be in there and they can ask to be excluded.,

2) They might have done something that offended TER. I heard of ladies who got kicked off the top lists for various reasons including posts on social media. Their offense wasn’t bad enough to get delisted but TER “punished” them by removing them from the top providers list, but still let them post onTER and receive reviews.

Contrary to what CDL said, TER will normally not give you a reason if you ask them. It’s like asking why a lady was delisted. They’ll never tell you.

and I have to agree with you about expecting an answer from Admin. Present management is the best we've had in well over a decade in this regard, but that's a pretty low bar if you are expecting a straight answer to a straight question. Admin is VERY unlikely to ever tell you "why".

I know people get tired of hearing that there are more "unwritten" rules around here than written rules, but what can I say, it's the truth.

No...i don't mind at all.
Wouldn't be the 1st time, and surely won't be the last. Lol
Thats why i ended with " really, I dont know "

Yes, but those subscores all roll up to the overall score, which is all that matters for the 100 list.

You sent the question via a problem report and we advised that a feedback (contact us) was required.  These type of inquiries are not responded to via a problem report.

We haven't received a PM from you yet.

And, BTW, perfectstorm's response is a very good one.

which criteria, if any, have not been met, not they would tell you the details about any problems she may have had.  Sorry I wasn't clear.  I would not expect them to disclose the misconduct that resulted in a delisting.  That's nobody's business.
