If X # reviews have EXACTLY the same rating, whether they're 3/2 or 10/10 or whatever, that the next review must vary, showing a different opinion of either the provider's appearance or her service, or it cannot be submitted.
So say X=4. And the provider you saw has 4 consecutive reviews giving her 8/9, and you sit down to do the review and you would also give her an 8/9. So why is that review necessary or valuable to anyone doing research? Nothing new to be gleaned from reading it, right? So if you really feel it is necessary to write the review it means you have some sort of new information to share, so it then is likely that this new information should alter the rating.
For example, if you find she has beautiful eyes but doesn't give the world's greatest blowjob, you might give her a 9/8 just for enough variety to make it interesting.
And it would stop cold the negotiations some providers do when they say something like, "If you're don't intend to give me a 10/10 I'd rather you didn't review me."
And in the case you mentioned, a 3/2 lady could easily spruce up and muster a performance worthy of a 4/4 or something. If she can't, maybe this failure of effort warrants a 3/1.
So for me a Redundancy Rule seems more interesting than a Mercy Rule,
