I file at least 4 Problem Reports each morning where someone has seen a girl and received a hand job and given a 9 for performance. Or, a lackluster cbj and given a 9 for performance.

Are you saying that you actually scour the new reviews every morning just looking for mistakes? You might want to walk away from that coffee pot a little sooner.
If I could rate them a 9, I would. But having read the rules, I have not attempted. I would say the problem is I don't go ahead and rate them that away. Rules were meant to be broken like women were meant to be rated. In regards to the CBJ, I agree completely. That's just wrong on all levels.
Per rule #7... A lady starts at 7 and gets 1 pt. for "additional" actions. She can get the score just for "offering" the options, she doesn't have to actually do them for you.
Read the rules before you go on a rant about them.
