To answer your question, BOTH the agency as well as the model ripped you off. The agency's ad should have clearly stated that the fee was strictly for their introduction service, and nothing more. The model, because she knew that there were certain expectations and failed to deliver on the goods/services.
The experience you described is "typically" called upselling. The young vixen will collect the fee JUST for showing up, and then hussle you for more money...
Not that it matters, but I would call the agency and tell them about your sentiment. More likely than not, they will simply say tough luck. If they have a decent reputation, they perhaps may offer up some sort of compromise.
Having said that, what can you do? I would encourage you to post a review on this young hottie on as many review boards as you can. Don't forget to mention her agency name. Provide the weblink, and other pertinent information. This way other folks don't get taken for the same sour ride.
Also, I would encourage you to contact the webmall where you saw the ad. Write or talk to them about your experience. If the webmall has a good reputation they will take appropriate action, including taking down the agency's ad. Some webmall's firmly believe in the "TRUTH in advertising" concept and philosophy.

I think it's pure BS that any Escort Service would have any girls working for them who did not offer Full Service. At the very least, they should let you know right from the start that the gal they're sending does not do full service.
My feeling is that, unless I have time and money to burn, I stick with the well reviewed independent, and I see her at her place. I want to be able to simply walk away, the moment something doesn't feel right.
The problem is, the situation you got yourself into left no place to walk. I never bother to confront an escort who is ripping me off. It's pointless - won't change a thing - she's already well aware of what she's doing and my only leverage for getting my money back is force, and I would never bring that against any woman.

When I called them this afternoon the same guy picked up... I explained that I was dissatified with the whole situation and this is what he said....

Well this time (Wednesday Night) I called Embassy escorts and asked for a girl in my area... a 29year old blonde was available and only 30 minutes away.....
It took her 20 minutes to call me back... said she was getting her hair done and would be there in 40 minutes... she took 1:10 minutes....

Don't know about rates in NJ. However, since the provider has to split the fee with her agency, 180 seems low.
I am a California guy (LA, SF). If I called an agency for an outcall and the price quote is 180, I will immediately expect that as a topless/nude show up fee. Most likely I have to pony up more for additional service.
However, there are Russian agencies in LA that provides incalls for 200. There are also independents that will take 200 for FS outcalls.

Did it ever occur to you that maybe the agency is doing their best and the lady misleads and lies to everyone about who she is and what she is about?

Many services/agencies take the position that, if the girls actually perform escort services, then they can be charged by LE with pimping and pandering. Since LE typically doesn't prosecute these "escorts" for rip-offs and thefts, the agency may reason that it is better if the girls just steal from the clients. All that's lacking is that the rip-off agencies also payoff local LE's for protection.
