If a provider's most recent review is more than 3 months old she will drop off the list. When a new review is posted she will go back on the list. I don't think there's any conspiracy regarding who gets on the list.

This board (site) is no longer moderated by hobbyists. TER admin moderates the boards and has for a few years now. Looks like you don't participate here much or you would know these things.

There are some unwritten rules and the written ones are subject to TER admin's interpretation but it's like that most anywhere not just TER. The inconsistencies are often pointed out by posters when a decision comes down. None of this is a secret.

I'm sure you're not alone in your thinking but I've noticed many times with things like this those that don't come around much or don't pay attention are the ones most likely to think that way.

TER is run by a company that is not even in the USA and probably not even in the hobby. What do they have to gain by playing politics or conspiracies?  

Do some of the ladies on the top lists know how to play the system? Definitely. There is score inflation, blackmail, bribery, and perfectly timed reviews to maintain their rankings, but that's just people who have figured out how to manipulate the current rules as they exist now, and make it work for them. There is no conspiracy or involvement by TER administration on this.
