I am (admittedly) new to this game. So, I apologize if this is a stupid question (which is very possible). Is it completely impossible to find a cute, well-reviewed, petite (5'4" or less) GFE in San Francisco for less than $1k/hr?

The San Francisco ad board is plentiful with ladies that suit your criteria. Also, P411 is also a great resource to find what you're looking for.
