When there are state laws on a subject, they generally preempt counties or cities from passing their own "ordinances" ("laws" are what are passed by state governments and the federal government) on that same subject.
Cities and counties have had ordinances requiring licensing of massage therapists and other occupations that were "covers" for sex workers because the State of California had not had such laws. Withing the past few years California did enact a massage licensing law.
