The article may be factual, but it certainly makes it sound like that if they can arrest you for just "smiling," there's nothing we can actually due to protect ourselves without changing the laws.

Each individual City in San Diego has it's own set of law as well.
This post is too broad. The are rules specific to the city of SD. Which is different then say National City.
The above statement is not true with regard to prostitution laws, which are found in the California Penal Code.  When there are state laws on a subject, they generally preempt counties or cities from passing their own "ordinances" ("laws" are what are passed by state governments and the federal government) on that same subject.

Cities and counties have had ordinances requiring licensing of massage therapists and other occupations that were "covers" for sex workers because the State of California had not had such laws.  Withing the past few years California did enact a massage licensing law.

The information at the link posted by the original poster is more helpful than no information.
