they both list wrong numbers and both are phone numbers to business here in town. who would do this and to what end?

The phone numbers used to be good.  Sometimes, a change is needed if too many calls are being received or more discretion is desired or the provider is flakey.  You can decide which you think fits in this case (see my review).
