Definitely content. Some rate everyone highly and some rate too low for everyone. If someone has all nines, then I'll take a closer look, but there is definite grade inflation on TER. I look at pictures first and then the actual reviews to see what actually happened.
The content is a much better guide to whether I'll have a good time. One man's 6 is another man's 9. Also, the reviewer is very important. I check to see if he's reviewed ladies I've seen, and compare his scores to mine.
