50%.  Really.  Half the time, they deliver even better than what you expected.  Depends entirely on the provider.  Of course, that means that 50% of the time anything you read, were promised or expected was not delivered.  

The agency's TER reviews, sad to say, are not to be trusted.  You will notice that, historically, three reviewers did all of the first reviews.  Those reviews were uniformly 10-10 or 9-10s.  Then nothing, or a few subsequent (real) reviews that were more like 9-8s or 8-8s.

In other words, there is no INTERNAL screening process.  As long as the girl matched the (sometimes old) photos, the review went up and was similar to every other AC-related review without regard to the actual real delivery of services.
