Yes.  I'm no expert and this had been discussed here before; and there are others here that can give you better and more informed answers.  Sure, you can start up your own business just like you can set up pretty much any business of your own.  It's the American Way!  But it will be somewhat transparent, if not completely transparent to most in the business as to exactly what your set up is.  Thing is, you have no resume' or actual films so you will not be perceived as a legitimate film company per say.  Most of the "bigger' stars, which are probably the ones you are interested in , do have agents that know about these things and it is their job to check out these things.  So, in a nutshell, you might get a lot of "Never heard of you, we're not interested, but thanks anyway".

Although, I reckon things have changed a lot year by year in recent times with the internet.  That is maybe what you need to set up more than anything is a legitimate adult site.  There are tons of stars that have done videos for relatively small-time sites.  But, the sites are usually established ones.  That said, you have to start somewhere.  Anyway, you don't have much to lose and you might have some luck.

Actually things are pretty damn slow right now, so don't be surprised about what you might be able to get. Without saying the name of the agency, the biggest one of them all books regularly to private film-makers quite often.
