First of all, the picture has to exist on the internet and it has to be on a site that allows linking to it. Many pictures you see allow linking to them. If it's a custom picture you have, then you need to upload it to a file sharing site. There are many free ones such as photobucket.com. You will need to create an account with them.

Secondly, TER only allows files with an extention of JPG and GIF (JPEG is not allowed)

Lastly, You need to copy the complete url into the text box as show. Photobucket makes it pretty easy. to copy and paste the url.
