 OMG .. what I did learn about US that here more bureaucrats    and their kind of laws then it was  under communism ..  
 can you imagine   comments on act  which are more then 1 million pages  has to be addressed and analyzed in writing ??   and only after that  it can be proceed toward to implementation .. passing the bill  does not mean ANYTHING in states ?? then  .. then .. then what happens then ??
!! of course I did listen it all  and .. and .. now I  feel that  in states  there  has to be some serious changes   done ..

what you are talking about is comments on the regulations proposed to be enacted under Dodd-Frank.

Dodd-Frank is a statute that provides only the general rules as to bank reform. The details are handled in the regulations that are "promulgated" - to use a legal word - by the agencies tasked with this statute.

So they draft proposed regulations and publish them in the Federal Register. Then there is a period in which any interested party can make comments on the proposed regs. The banks will come in and say "this is unworkable." Other guys will say - "it's too lenient."  

The regulators will take both sets of comments and modify the proposed regs if they feel a good point has been raised.

But both the statute and the regulations are binding in every state, so I don't get your point on that.

I do not  more English grammar then I choose to  use ..  or as let say  some of you ?? for starter tell me how many case has English what they are  and how you use them .. I be not surprised that now almost allof you will go google the subject.. while rest of the  world  would know and cases in English  and in GERMAN  some even would try it in Russian .. and you know  some of you actually would learn russian !!!  I adore those who trying learn other then English while in country ..it is easy to learn if you let say  move to France for 3 4 years  then you would speak .. now imagine ..  woman coming states with basin knowledge of English you know .. from Russian school only .. and marching  from associate to Masters in  5 years in her new homeland  with GPA 4 and  recognitions as  outstanding student  by most business  Honor  societies  for graduate students .. graduates  in 2008 all ready  to enter work force . and as many of you still know  what is about crash  of 2008 ( hope now many of you would not blame my english for limited information but just  go and google those two words along as  number os cases in English
