justice and how the legal system works.  The government pays the fine because she was acting in her official capacity.  She should offer to pay it herself.  She's a billionaire and probably carries that much in her change purse.  

 
Trying to make an example of someone is usually a fool's errand.  A good analogy is a co-op building in NYC where someone complains about a neighbor practicing his guitar early in the morning.  The co-op association decides to fine the guy a few thousand dollars, the guy files a law suit based on principle, and now all the owners in the building get a special assessment to help pay the association's legal fees.  The guy who originally complained could have got some noise-cancelling headphones for a few hundred dollars.  He will pay way more than that for his share of the legal fees.
